closedTroubleshooter needs to check for a space after the PHP close tag in the config file.

Description
Had been trimming the space off the last line of the config file before testing...need to make sure there are no spaces or image viewer shows "empty" instead of the image.

To test,
Browse to test images then troubleshoot from the web tools home page. It should show that the config file is properly formatted.
Then add a blank line to the end of the config file and confirm there is a warning in the troubleshooter when you refresh.
Remove the blank line and add a space or tab after the php close tag and confirm there is still an error.
This should be merged into 2.1 branch before closing.

After I removed the extra space, checkwebserver.php still gives warning even though images loaded fine.
