Description
Queue abort handling in Leginon misses queued targetlist added after queue processing has started. This causes the node start processing the missed queue right after using AbortQueue tool.

The commit contains also queueremover.php change that does not belong to this issue and the commit message applies to that one. The real fix is in targethandler.py
