Created https://emg.nysbc.org/attachments/22335/numextension-3.1.0.win-amd64-py3.10.msi and added to the wiki.

I had to make these changes:

Version number 3.1.0 is something I had to put since the version needs to be in 'x.y.z' format and we had 'git' before.

Tested with python .\testallstats.py. I couldn't find numtest.py mentioned in the wiki. Also, I couldn't build numpy==1.19.3 so I used numpy==1.23.1 instead.
