Description

Make sure we do not include stacks with no particles in the form as it looks bad and a user could select a bad stack.

Code reviewed and tested, but found another bug of similar nature. Refs #1721. Similarly, 0 particle selection also shows up in runMakeStack2.php. Shall we not to worry about them now?
