Test Case #102
Try adding a user with a username that already exists.
It is unclear to the administrator that when they enter an existing username they will overwrite that users information.
This single interface serves to both add new users and modify existing ones. Perhaps there should be another step to add a new user?

This should be fixed after I move the User management under Administrator.
I did add check for existing user in the database.
