Require admin approval of new users for access to myamiweb

Description

Per discussions in Appion meeting March 24, new users need to be approved by an admin before they are given access to the system. This could function similar to Redmine. We need to have tighter security over who is logging in to the external myamiweb site.

There will need to be a way for any admin to log in to the system and sort the users for pending registratio. There could be a column for the users indicating if they have been approved.

This is going to be a problem for user to apply for NRAMM the first time if they can't register as a user immediately and then fill out project information. In the current system register does not give you access to any project except the ones you created. If we go the way this feature request suggests, we have to go back to the old system in which a project is not linked to a user initially. The link will need to added manually and are prone to error as we have seen.

On second thought, since repeating users don't have to register, Maybe it won't cause as much a problem. First time is always more complicated for the users any way. Although I can see that we should not make such approval process always on because the same registration also add you as Leginon users. It will make little sense for small operation to follow this protocol.

Users cant do any processing until Christopher adds them as a user to Goby. Seems the consensus is to simply change the users privilege level (to guest) when we no longer want them to be able to process. We can revisit this issue down the road when we have more people registering. For now, I'm lowering the priority.
