r19124 makes DogPicker and ManualPicker using the forms.
Still to do:
1. ManualPicker particle label and editing form
2. TemplatePicker template selection page can not be made with existing mechanism.
3. I have moved particle helps out of appion dictionary in help.js. These are not committed until all migration is done.
4. change menuprocessing to match.

r19942 add infoHTML
r19943 revert to use appion since particle section in help.js is still not working.
r19444 start using it on dogpicker

- Status changed from Assigned to Closed
r19449 is needed in python side so that these can be used. This revision is merged to 3.2 for back compatibility.
r19454 cleans it up so that table form are generated once only
