Disable stage movement option when using image shift as the mover in presets manager

We had some problem with the electronic board that does the tracking of compustage position on an FEI scope. Even when the stage is not moving, the number read slips away from its value gradually. The symptom is easiest to spot by observing the value displayed in TUI. The value shown would fluctuate badly and the number slip towards one end or the other.

Since it is necessary to set stage position in the case of queuing even if the target is to be moved by image shift or beam-image shift, this hardware problem makes targeting not workable since the same stage position value set would result in different physical position on the grid.

To work around it, this feature is added so that when Presets Manager recieve a move and present request, it checks if the move type is image shift or beam-image shift. In either case, it will not send the stage position to scope.

Turn this on only in two conditions:

1. queue is not used to reach the final Exposure and Focus target.
2. queue is used for final Exposure and Focus but Hole was stage moved to by Navigator and Exposure has the option "Use ancestor image mover in adjustment" turned on.

This feature does not affect tomography or RCT.
