closedqueued targets got repeated after leginon restart when it is paused

Description
When Acquisition node is paused during acquiring an image, the pause point is not where the target is done when the node is not waiting for another node to process the image. It is left as at "processing" status. It might be why I keep getting targets repeated if I pause and then restart leginon. It is hard to repeat exactly as it behaves somewhat differently depending on exactly when the pause button is pressed.

First I created the new function reportTargetStatus, which replaces several lines in targetwatcher.py where you have to update the status of the target to 'processing', 'done', 'aborted', etc. Then I moved the reportTargetStatus that was after the repeat target loop to be inside the repeat target loop, right before the pause. Now it should reportTargetStatus done before the pause.
