Description
This might be in conflict with other features such as targetrepeater or rastertargetfilter and the resuming targets after restart, and target transform, all four work at the moment. Need a solution that suits all.

Jim made NewresearchTargets in targethandler.py r13953. I added to it making the output the one with done status regardless of the version r13955. It works but might need clean up. These are testing commit, the new function is activated only by changing the def NewresearchTargets function to def researchTarget.
r13953 gives an error if the targetlist is from simulated targets or MosaicTargetMaker. Can't find dbid for them.

Actually only resuming queued targets after restart was a problem if newer version of the targest were created after some of the targets had children targets processed.

It does not do so any more. Probably fixed while we were doing other things.
