Subject changed from mosaicquiltfinder preview target submission error to mosaicquiltfinder get error because it does not have preview and reference target selection tool in the panel

Change in Issue #5883 removed preview and reference target tools.

real error catch is in gui/wx/SelectionTools.py Now it is o.k. to remove a target tool in gui. Note that if target type is generated automatically, it will not display if there is no target tool and therefore not submitted.
