we also missing pis table.

Just find out we should not use pis table anywhere in the feature.
Remove the pis table comment in the xml file.
getRestrictedProject function in project.inc need to change the query.

I removed all the code related to pis and restrict tables, and update some sql query.

To test:
Log in as different type of user privileges, check to see the projects show up correct for that user.
