Queue timeout tool creates confusion and problem if used before all queue are submitted

Description

Queue timeout tool in Acquisition nodes are meant to be used only after all queue it received are submitted for process. If activated when the processing queue is empty, and it times out, it will not accept new queue.

Now that we have Idle timer in Presets Manager, this can be retired. Will remove it from gui first, and see if there are complains about not having access to it.
