In power specation view, the scale should be displayed as resolution ring if possible

added inc/scalering.inc for viewer view. Could not do ring in map because it is at fix position relative to the window, but did correct its scale and make it shown in reciprocal unit. commited related change in r14858.

This should be reviewed and tested with appion Feature #900. No need to do separate testing.
