get "No error code has been set by the system." when submit to guppy or garibaldi it takes long to start

Description

I think it often happens when cluster is busy or when it is a refineJob that takes long to get pbs jobid back. Don't have a consistent test case for this. Very annoying. Current workaround is to copy and paste the command in an opened ssh connection of the remote host.
