closedRefinement commands can now be viewed without being logged into appion processing host.

The refinement pipeline has not been useable for people who can't log into their processing host from the web site. There are some files that need to be copies prior to running a refinement if the processing host is remote.
Instead of requiring people to log in for the file copy, if we are unable to copy the files automatically, we now just list the commands that need to be executed prior to running the refinement command.
The commands that are listed are generic, so the user may need to modify them for their particular environment.
This should be merged to the 2.2 branch after extensive testing.
