Description
Need beam tilt measured, corrected, and saved periodically during an experiment. A start for Alignment Manager.
First part: Jim made Alignment Manager from Target Repeater. Revision r13443, r13453, r13454
BeamTiltFixer added as subclass of Acquisition. BeamTiltImager has too many options for this purpose. refs Revision r13471

This all works but the stigmatism estimation is not reliable enough ( need to be accurate > 95 % of time) for it to be worth doing it, even just once. Close for now.
