64-bit comtypes for tia and feicam is not compatible with pyscope/safearray.py

Description
We have been using this safearray.py replacement with comtypes 0.6
Windows 10 is 64-bit only. We had to use newer version of comtypes with it and the pyscope safearray.py does not work.

If 64-bit python is used, please use pip to install comtypes 1.1.7 from cmd terminal (internet connection needed or you can go through steps to save the download on another computer (google search pip download) and then copy it to the scope computer to install.
DO NOT replace safearray.py when you use this solution Leginon/pyscope will detect whether this solution is used.
