Anonymous login option should not show up in login page by default

Description
This feature should be turned on by a setting in config.php For most installation, there would not be any session shared to this user. Therefore, it makes better sense not be shown by default.
Good point, I think we can only show this option when there are sessions assigned to anonymous user.

Added a flag in configuration file to turn on and off the anonymous login. Also add this function in the setup wizard.
To Test:
new myamiweb installation. Run through setup wizard and change Enable "Anonymous" login option to "Yes". Then when you go to the login page in the web, you should see the check box for Anonymous login. If you change the option to "No", you should not see the Anonymous login check box.
