This feature is associated with TFS Talos column scopes such as Glacios. These scopes have fei.cfg set to

FORCE_NORMALIZE_ALL_AFTER_SETTING = True

User testing:
Scopes with this configured to True: In PresetsManager set preset between en and hl or sq. With the new feature, the time for it to complete should be consistently 6 second or so. Before this update, some of preset changes can take 12 seconds.

Scopes with this configured to False: No change in behavior
