closedmethods.log permission error on leginon installed from autoinstaller

Description
Happened when starting with start-leginon.py as a regular user. Maybe the file is being saved in site-package? This need to be fixed before release

r16619 should fix it. Since this module is only for debugging and seldom used, I made sure it does not attempt to open a log file just by importing the module.
