Falcon frame saving slows down shutter opening for beam-tilt and image-shifted image acquired during autofocusing

Description

When intermediate frame saving is turned on, even though we have set the destination path to nowhere, the image returned from image shifted beam tilted scope state is blank.

It does not happen to the condition when only one of them is true.

r18235 put the beam tilt settling time value to user control. The original value was 0.25 s. With Falcon without Intermediate Frame saving, 0.5 s has worked. We will need to try and find the good time for the new case.

0.7 second works. Set this in Focus node settings where image shift and beam tilt are both used.
