Restart Leginon client each time when Leginon applications need to be changed.

Description

TVIPS camera interface has this problem for a long time now. TIA driven camera (Ceta) starts having the same with 64-bit comtypes 1.1.7. The latter also gives segmentation error when closing dll connection.
