add prefix in front of timestamped frame name from camera

Description
Since all frame files are named by timestamp, they can be confusing when all are handled through the same database.

Usage:
Put the prefix you want in the cfg file under the said section.
For example, to add "a" in front of the filenames, do this:

- frame names in are not controllable through scriptin for DE camera
- Related to Bug #10371: rawtransfer.py may transfer frames to the wrong session if both cameras save its timestamped file as the same name added
