Description
This feature was added in order to address instances where users collect defocus pairs and do picking and image assessment on only one of the sets of image pairs. There is already a mechanism for using picks from a sibling image but no way to use assessment from the sibling without first making a stack. I added a new option for using the assessment data of a sibling. The new option was added to appionLoop2.py, so it will affect many programs. The option is only implemented at the python side at present. Need to add the option to myamiweb in the future.

Hi, Scott,
I was working a different bug and ended up testing this feature and it works. Could you give me your opinion as to whether it is necessary to have this as an option at myamiweb level, or does it make more sense that it should always be applied when "use defocal pair" is selected in runMakeStack2.php?
You may assign it back to me to finish this. I've done code-review and testing of your code because of what I was working on.
