Description

This is useful when a bug is solved after a failed attempt or in the case of normal stop object tracing run that shuffles.

r16719 does this. May need refinement on the gui but usable for now. This is different from killing a job because it is the case when it is fixed off appion and need it to be marked done in order to go to the next step.

Test:
1. Find a job that is shown as running and click on the new button for mark the job as completed in checkAppionJob.php
2. The menu for the next step should show up and the job marked as completeed in the processing menu.
