Added redux server host, port and cache params. Still need to add a link to a help page, when that is done.

I moved config paramters out of python code and into a proper config file "redux.cfg". Not sure if we want to use the same
config file for php configuration or still put it in config.php

added notes for the case that uses localhost in r17177. Amber, please feel free to correct my sentence.
r17178 commit the change in r17098 and r17177 to 2.2-redux branch.
tested on my Mac and the resulting config.php works fine.
Assign back to Amber to add the help link if desired, otherwise the featuer is done.
