Requires PHP 5.3, removes php_mrc requirement, fixes config file check, updates gd jpeg check.

Still would like to add a check for redux and modify some text to point to redux instructions rather than phpmrc instructions.

There is still a link in the Display Images part to have the users to visit "Install the MRC PHP extension" page.

I've commit the change in r17099 to myami-2.2-redux as r17176
