grid atlas show targets as not done if target adjustment reacquired at gr level

Description
It does not seem to be causing submission problem in the sense that it does reprocess these in Square node in MSI application.

r17952 reloads the mosaic when it finds newer version of the tilt images. This will cause a slow down in refreshing targets but is necessary for keeping the targets associated with the right image.

You may be the only person beside me would notice this behavior. Let me know if you've noticed this when you need to do target adjust with gr preset.
