APPION_PARENT_ADDITION web configuration parameter is not supported by the cluster parameter form

The path currently needs to be modified manually in the gui.

Description

#2470 adds a feature to insert portions of the leginon path into the appion path during processing. This feature was not added to the cluster parameter form, so refinements get the wrong path.
Need to first, add the feature to the cluster param form and second, change getBaseAppionPath() to use the cluster class so this code is not in 2 places.

This fix should be merged to the 3.0 branch.

r18092 adds the new feature to the cluster param form. Cleaning things up with getBaseAppionPath() will take longer and I want to get this fix merged to 3.0 right away. I'll start a new issue for getBaseAppionPath() changes.

To test this, try the xmipp recon prep and run steps using different values for APPION_PARENT_ADDITION in the config file. The automatically generated paths for the prep and the run step should match. I tested this with APPION_PARENT_ADDITION not defined, as well a defined and set to 0, 1, and 2.
