measure and adjust exposure time of the presets during MSI session

Description
Need a node that take the reference target, measure dose there, adjust not only the preset used for measuring the preset but also others.

Revision r13449 is tested in simulation but not on the microscope, yet.
Revision r13451, r13452 are debugs from simulation test within MSI-T coma application
This does not work well enough in scaling short exposure time because the time is integer and if the change is small such as 3% each time it measured, the ones at below 30 ms exposure time would not change number but will accumulate to be bad latter on.

r13709 and schema-r13713.py together made the preset and its related pyscope camera exposure time to float.
This feature should work right now. Jim did the code review right after r13709 was committed and before the database was changed. Tested in simulation, need to test in real experiment.

It does work in reality but with limitation. Camera shutter times can not be assigned to any floating number. On Tietz, it is limited by integer in minisecond, for example. The adjustment in fraction of minisecond therefore has no effect and the result is not ideal for auto hole finding.
