This not only waste time, but also give the impression that the job did not run correctly when it is just slow.

r19436 adds a refresh button in the form so that the user can use it instead.

The other possibility is check all post and not to resubmit if all of them are the same as before but if user refresh url, this will also keep the history and therefore thinks it is different from last post.
