r19491 adds the webform and modify the python file.

It can be used for now by replacing

myamiweb/processing/runAppionLoop.php?expId=279&form=Xmipp3CL2DAlign
with
myamiweb/processing/runAppionLoop.php?expId=279&form=GenerateMissingStackForm

Still missing: link from the javascript function in stack summary page to it and a way to pass stackid (likely in the url)
