Appion

I've written an alternative to rawtransfer.py. It solves a problem we're having at FSU where users and groups are getting mixed up for frames data. Also, the commit step in rawtransfer was a big bottleneck for us. The new script writes to a new table in leginondata and organizes the data in a different way than rawtransfer. The new program is an appionloop and is executed per session instead of looping from session to session like rawtransfer.
