nitrogen autofiller may start filling between leginon check and starts its refill.

Description
This can cause serious issue of freezing autofiller. If a refill initiated from autofiller itself starts after leginon decides it is o.k. to call to refill, the two can collide. Autofiller may also return with no error but does nothing if nitrogen is about 70%.
Added another check in refill thread so that it is less likely to have gap. Also change default. The start values are raised higher so that it is unlikely to drop to autofiller trip value between leginon checks. If this is still an issue, Leginon will have to check more often.
For those have 3.3 version. Change should be made for all users: Column start value is now 45% and end at 70 . Loader start value is 17 and end at 70%.
Found more problems. Our trip level check interval has been 10 min assuming that Exposure node process target list much faster than that. However, some users now have a 9.5 min Target List processing time so that by the time it exceeds the repeat time of 10 min, it is at the end of 19 min which sometimes makes the nitrogen level drops below its own lower trip level and starts filling.
Recommend reducing repeat time much further so that 2x repeat does not exceed the time it takes to reduce to the low trip level. Changed it to 200 seconds now.
