Appion

I accidentally updated my scipy above 0.11 and it broke Neil's nice CTF plotting stuff. Last year, when I discovered this, I just deprecated to a lower scipy. The problem is that above scipy 0.14, the function scipy.optimize.fmin_cobyla accepts an iprint option and after that version, it doesn't. In discussions with Neil back then, he said it would be backwards compatible to just remove the iprint option and use the newer scipy version. I removed it, and it does indeed work. I'm now on scipy 1.2.1. I can see how that should be backwards compatible, so I'm just going for it and committing.
