semccd frame orientation change in 2019

Description
A few existing K2 installation sites reported the frame saving sum orientation relative to the non-frame-saving image has changed upon update of semccd.dll. In most case I just helped them hack it through. Similar problem was found on K3 installation but not in the same way.
- Status changed from Assigned to In Test
- Show in known bugs changed from No to Yes
Added new dmsem.cfg parameter to account for the observed changed. This may still not be comprehensive.
To use the new behavior, add in dmsem.cfg and use the new version.

Added feature #8492 since there are still reports of mismatch for unknown reason.
