catch errors in graphs and change $DB to DB_LEGINON etc. r14824

testing:
1. visit myamiweb/tomo
2. pick any session and click [summary] tag. This used to show broken Jpgraph, now it shows "no result" since most of our data do not have these database record.

3. myamiweb/tomo/targets.php - not sure where it is used. Didn't find any place. Might be a test script.
