live reordering of targets in the same target list

Description
Check new target order in the list while it is being processed.
- Related to Bug #10094: The current targetlist is skipped if restarting leginon after autofocus is completed. added
- Related to Bug #12260: targetfinder waits for targetlist to be done if aborted from webviewer and leginon is restarted added
- Status changed from Assigned to Closed
Works as interface from web imageviewer. Click on card-stack icon tool to use. You can change a future targetlist order of the selected parent image or a tile image of the grid atlas by dragging them around. The ones already acquired will be ignored by the algorithm,
