Unable to Remove a user as Administrator

Description
Log in with admin privilleges
Add a new user
Try to remove user with the Remove button
Notice there is no response from the system and the new user may still login.
Test with Test Case #102
Not sure we are going to deal with remove user before the release for now. This might be a feature thing.

We need to put serious thought into how best to implement this so DBs don't get wacky. Lets make it a feature for 2.1 release.

Instead of remove, we made it so that Administrator can change the user to disabled group that has no privilege of anything.
