getAllPrimes does not need powers of 4 boxsize rule applied

Description
Unlike boxsizes, the limited prime factors is enough for finding the closes number for faster fft.

r17780 is good enough for now. This module is probably better made into a class so that maxprime can be asssigned per instance in the future.
