Outgoing email not working, authorization error

Description
On my clean installation neither smtp nor PHP mail would send messages due to an suthorization error. Tracked it down to the fact that there was a period in the EMAIL_TITLE. Looks like it needs error checking.
r14075 and r14079 to try quotes. doesn't work. da.
We'll add error checking after release.
