Please update yours local repo and run setup wizard one more time. If you don't want to run the whole wizard, you can just add a slash "/" at the end of the PROJECT_RUL constant.

r14154 remove changes to template file. We might want to revisit this in the future. the template setting for Project_url does not seem to be used when creating the config file in the wizard.
