uploadimage.php is redirected to index.php page when coming from an project when login is on

Description
CheckExperimentAccess function can not handle this special case with no expId, only projectId.

fixed with a cause to checkProjectAccessPrivilege. refs. r14720
This function deny the access if no projectId is passed, too.
Testing:
1. login enabled.
2. choose from a project to upload images to a new session.
3. uploadimage.php should load. The processing menu will look weird because the session is not yet created, but the page function should appear and work.
